Qiao Dianxin

Born in June 1970.

Senior engineer, masters degree.

From July 1995 to July 1999, he worked at the Information Research Institute of the Ministry of Water Resources.

From July 1999 to June 2004, he worked at the Soil and Water Conservation Monitoring Center of the Ministry of Water Resources, serving as deputy director.

From June 2004 to December 2018, he worked at the Soil and Water Conservation Department of the Ministry of Water Resources, successively serving as deputy director and director.

During this period, from October 2012 to October 2014, he served as assistant to the mayor of Tongren City, Guizhou Province.

From December 2018 to November 2024, he worked at the Soil and Water Conservation Monitoring Center of the Ministry of Water Resources, serving as deputy director.

Since November 2024, he has been serving as director of the Seabuckthorn Development Management Center (Soil and Water Conservation Plant Development Management Center of the Ministry of Water Resources), and concurrently as director of the Small Watershed Committee and the Standardization Committee of the China Soil and Water Conservation Society.

Over the past three decades, Qiao Dianxin has been deeply engaged in the field of soil and water conservation ecological construction, demonstrating profound professional expertise, rich practical experience, and significant industry influence. He participated in the revision of the "Soil and Water Conservation Law of the Peoples Republic of China" and the compilation of the "National Soil and Water Conservation Plan." He led the implementation of several major national soil and water conservation projects, including the seabuckthorn sand reduction project, and edited multiple national standards such as the "Technical Specifications for Ecological Clean Small Watershed Construction."

He promoted the establishment of nearly 200 national soil and water conservation technology demonstration parks and advanced the construction of national soil and water conservation monitoring stations, achieving outstanding results in soil and water conservation demonstration parks and monitoring innovation. His numerous achievements filled domestic gaps and won provincial and ministerial-level science and technology awards. He published works such as "Exploration and Practice of Soil and Water Conservation Technology Demonstration Parks" and over 50 papers. Focusing on the goals of "seabuckthorn resources and ecology, life and production" and telling the "China story" of seabuckthorn, he actively promoted the integrated development of domestic and international seabuckthorn resources, scientifically planned the development of seabuckthorn resources, pioneered innovative pathways for seabuckthorn construction and development, accelerated international exchanges and cooperation in seabuckthorn, and made significant contributions to advancing a new global pattern of sustainable development for seabuckthorn resources and industries.
